The US government first established the Department of Agriculture in the 1860s with the establishment of land-grant colleges. Thus began one of the most robust of all federal programs and agricultural subsidies have steadily increased ever since. The Farm Bill signed by President George W Bush in 2002 only expanded this Byzantine system, handing out almost USD200 billion in subsidies over six years, almost entirely to big agribusiness companies. Economists are nearly unanimous in their denunciation of this wasteful and pernicious web of politics. Subsidies for not growing crops are so notorious among the general public that they have been the object of biting political satire since their introduction in the 1930s. Yet surprisingly, very few books critically analyse government farm programs in their entirety. Plowshares & Pork Barrels fully examines the history of US farm policy and the political process that determines it.The book analyses agricultural subsidies in grains, cotton, milk, sugar, tobacco, honey, wool, and peanuts, as well as such programs as food stamps, crop insurance, subsidised credit, trade subsidies and import restrictions, conservation, agricultural research, and taxation. This book argues that government farm programs are actually a means for redistributing wealth to powerful agricultural interests who use the political process to advance their economic interests at the expense of the general public. |
