Gulf War hero Sergeant James Dunn (Keenen Ivory Wayans) is imprisoned after being charged with killing a superior officer. En route to Death Row, Dunn is rescued by a covert operations unit called 'The Black Sheep', and offered a chance of freedom by Colonel Grant Casey (Jon Voight) if he helps assassinate corrupt businessman Bickhart at an opening ceremony, which will be attended by the President's wife.
