This White Paper sets out detailed proposals to establish a statutory framework to ensure that those with severe mental health disorder get care and treatment to meet their needs and, secondly, that the public is protected from those who may pose a threat to their safety. The proposed changes affect: local and health authorities; service providers in all sectors; people with mental disorders and their carers. The White Paper is in two parts. Part 1 "The new legal framework" sets out the Government's plans for new mental health legislation and explains how the new legislation will operate for patients. This framework includes new procedures for use of compulsory care and treatment and the establishment of a new Mental Health Commission. Part 2 deals with specific arrangements for high risk patients who pose a significant risk of causing serious harm to other people. Compulsory care and treatment for this group is put alongside, among other things, developing a secure evidence-base for services through a series of pilot projects and improving co-operation and information sharing between the various statutory bodies involved. |
