Synopsis: |
This is the 39th Report by the Armed Forces' Pay Review Body, and provides independent advice to the Prime Minister and the Secretary of State for Defence on remuneration and charges for members of the naval, military and air forces of the Crown. The key recommendations in this Review are as follows: a 2 per cent increase in military salaries; a 2 per cent increase in specialist pay, compensatory allowances and reserves' bounties, 1.2 per cent increase in Grade 1 SFA/SLA rental charges and lower graduated increases below Grade 1, a daily food charge of 4.13 pounds. Also there are specific targeted pay measures, including several aimed at those undertaking the most active service: reduction in the Longer Separation Allowance minimum entitlement threshold from 10 to 7 days; extension of LSA to cover personnel operating under field conditions; and, extension of Unpleasant Living Allowance covering personnel in Forward Operating Bases and Patrol Bases in Afghanistan and a set of additional various Financial Retention Incentives. The Review Body estimates that the above recommendations will add 2. per cent to the Armed Forces' pay bill.The Review Body made their recommendations against an uncertain economic backdrop and the outlook of recovery undecided. There is no sign of the severe financial pressure on the MOD abating in the next 12 months and in due course the Strategic Defence Review will establish new military priorities but in the meantime the Review Body will consider how best to balance the inevitable spending constraints with the recruitment, retention and motivational needs of the Armed Forces, as the impact of the recession on the labour market continues. |
