Since 1992, local authorities, health authorities and voluntary sector representatives have co-operated in producing local Community Care Plans. But how useful are these documents for monitoring progress towards the aims of the community care reforms? In order to answer this question, the Hester Adrian Research Centre was commissioned to analyse all 108 English Community Care Plans for 1993/94 in relation to services for adults with learning disability. This book presents the findings of the study, and gives some indication of how far the care of people with learning disabilities has shifted from institutional to community care and to independent sector provision. |
