Synopsis: |
The Armed Forces Pension and Compensation Bill will enable the Government to implement new pension compensation schemes for the armed forces. The Committee has found that several crucial elements of the schemes though, have not yet been finalized, and is not happy about the emphasis on managing cost rather than achieving best practice. The Committee is also critical of the standard of consultation that the Government has carried out with the armed forces personnel on these issues. The Committee does commend the improved entitlements for widow(s), and new rights for unmarried partners, with an appeals mechanism for dealing with unsuccessful claims under the compensation scheme. Another issue raised by the Committee concerns the interpretation of "cost neutrality". This would mean that the value of benefits to the armed forces personnel would be reduced, because of the general trend for people to live longer, and also means that most personnel will wait an extra five years before they receive their pension. |
