This report, from the Committee on Standards and Privileges, examines a complaint on the conduct of Mr Norman Baker (MP for Lewes), the Rt Hon Malcolm Bruce (MP for Gordon), Mr Sadiq Khan (MP for Tooting). The complaints are separate, but all three relate to the contents of a publication circulated by the Member concerned in his constituency and funded either from the Communications Allowance or the Incidental Expenses Provisions.The Committee has drawn some general conclusions that relate to all three cases, including: that all three cases had demonstrated difficulties for Members concerned with complying with the rules relating to the use of parliamentary allowances for publication of newsletters, and that the Committee supports the intention of the Parliamentary Commissioner to submit a further memorandum on some of the general issues raised; that Members are recommended to ensure that proposed publications are fully in compliance with the requirements of the rules before they commit themselves to relevant expenditure. |
