As the relationship between Russia and NATO continues to evolve, it is becoming more important to develop cooperation and responsibility sharing, diplomatically, economically, and militarily. The relationship between the Russian Federation and the West has continued to evolve since the end of the Cold War. In late 2001, Rand participated in a working group that investigated ways to increase cooperation between the North Atlantic Treaty Organization and Russia. The group concluded that Russia should become more deeply involved, as an equal, in deliberations on both global and local matters. The goal would be to share responsibilities, both political and, when necessary, military. |
