This study chronicles 116 uses of economic sanctions since 1914 and evaluates the effectiveness of sanctions as a policy tool. From this analysis, the authors distill a set of "commandments" to policymakers in the effective use of sanctions. The study comprises two volumes. In the first, "Economic Sanctions Reconsidered: History and Current Policy", the authors review accumulated evidence to assess whether sanctions work and what determines their success and why the effectiveness of sanctions has declined. Eleven of the 116 case studies are included in this volume: Libya, Iran, the Soviet Union (two cases), Nicaragua, Poland, South Africa, Panama, China and Iraq. The second volume "Economic Sanctions Reconsidered: Supplemental Case Studies" inclues the remaining 105 case histories, each of which contains a chronology; the sanctioning country's objectives and the target country's respons; the roles played by important third countires; relevant economic data and a calculation of costs; and an assessment of the outcome. |
