"The Defence Plan" sets out the defence objectives for the current and next three financial years. It reflects the outcome of the 2007 comprehensive spending review. "The Plan" is laid out in four sections. Section 1 summarises the strategic context and outlines the priorities for delivery over the next four years. Section 2 details the strategic management organisation - how the Ministry manages defence performance, mitigates risk and ensures performance is reported appropriately. Section 3 sets out the defence objectives using the Defence Balanced Scorecard.This examines: the purpose, as shown through current operations, readiness, and defence policy; the future, seen in terms of capabilities, change, and personnel; enabling processes, including equipment and infrastructure improvement, security and business continuity, safety, reputation and sustainable development; resources, covering people, finance and value for money and the defence estate. Section 4 presents the expenditure plans. |
