'Counter-Terrorism Policy and Human Rights: 28 Days, Intercept and Post-Charge Questioning (HL Paper 157 / HC 394)' focuses on the Government's new proposals on counter-terrorism. The Committee is not convinced of the need to increase the pre-trial detention limit from 28 days and thinks that Parliament, and not the courts, should set the upper limit of detention. As an alternative to extending detention, post-charge questioning is recommended. The Committee does not think that the Special Advocate system affords the individual a fair hearing and recommends changes. It also recommends improvement in the physical conditions for those held in detention. |
