This consultation paper "MPs' Expenses" seeks views on the content and administration of a new MPs' expenses scheme. It is the Independent Parliamentary Standards Authority's (IPSA) responsibility to determine the new rules, in the light of responses to this consultation. IPSA's decisions do not need to be approved by Parliament or anyone else. The next Parliament should start with a completely new system, independently designed and independently administered, and thus untarnished by association with what has gone before. An urgent solution is needed, so that there can be a clean break from the now discredited system of self-regulation. IPSA aims to design a system that will last the test of time. Its proposals are based on those produced by the Committee on Standards in Public Life in its 12th report, "MPs' expenses and allowances: supporting Parliament, safeguarding the taxpayer ("Cm. 7724")" but differ in some respects.Chapters in "MPs' Expenses" cover: scope of the consultation; principles of the new scheme; working as an MP; expenses and allowances; administering the expenses scheme; working from two locations - accommodation for MPs; travel and subsistence; staff for MPs; working from a constituency; running offices; payments on leaving Parliament; and, additional resources and contingency arrangements. |
