The Commission's report examines the proposed acquisition by Arriva plc of the business of the Hertfordshire bus operator, Sovereign Bus & Coach Company Ltd. The relevant markets affected by the proposed merger are defined as the supply of bus services on point-to-point journeys and broader network markets in Hertfordshire. The majority opinion (three members) of the Commission is that the proposed merger is not expected to result in a substantial lessening of competition (SLC), whilst a minority (two members) concluded that the merger would result in an SLC in bus markets in Hertfordshire, due to the raising of the level of barriers to entry or expansion. |
