The Northern Ireland social housing sector comprises approximately 115,000 dwellings and, in 2006-07, the total rent collectable in respect of these properties was GBP 344 million. A report published by the Northern Ireland Audit Office examined the performance of the social landlords - the Northern Ireland Housing Executive (NIHE) and the Housing Associations - in collecting rent from their tenants. Failure to maximise rental income carries serious implications for their ability to carry out property maintenance and provide other services to tenants. The social housing tenant population is characterised by high levels of financial vulnerability. For example, around 70 per cent of NIHE's rental income comes through Housing Benefit payments. Recovering arrears from vulnerable tenants is both difficult and slow. Best practice in recent years has therefore focused on activities to prevent arrears from arising in the first place. NIHE's level of serious arrears (defined as tenants owing more than GBP 1,000) at September 2008 was GBP 5.6 million.The Committee focused on 4 main areas: measures to maximise rent collection and prevent arrears from arising; the importance of performance measurement and benchmarking as drivers for improvement; the DSD's oversight and regulation of the social housing sector; and departments' responses to media queries on the C&AG's reports. The Committee makes fourteen recommendations. |
