It provides guidance to clarify public sector objectives and to set up project characteristics with regard to economic and pricing considerations, risk allocation principles and financing mechanisms, packaging of road segments, and tasks and responsibilities that must be assumed by the public and private partners. The Toolkit is organized in five interactive modules, covering policy formulation to project design and implementation. The interactive feature helps users navigate through the various questions and issues, they must keep in mind, as they approach the analysis of a project. The Toolkit includes a large selection of experiences and publications about private sector participation in highways. |
