The generation and exploitation of modern technology is a key factor in both the economic growth and competitive advantage of nations, regions and inns. The acquisition of technology by the user from the innovator or an intermediary is the essence of technology transfer. Technology transfer mechanisms include licensing, acquisition, inter-firm linkages, purchase of new products/processes, sub-contracting and recruitment. The main technology suppliers are universities and research institutes, public sector suppliers, and linkages between companies and the R&D infrastructure. In May 1992 the Department of Trade and Industry commissioned this report from the European Policies Research Centre at the University of Strathclyde to provide a detailed assessment of experience of regional technology transfer initiatives in France and Germany and to consider the lessons of these initiatives for regionally-based technology transfer measures in the UK. |
