Hungarians who are resident in the Transylvanian area of Romania make up one of the largest national minority groups in Europe. This report on the history of this group has been revised to take into account the events of the last 12 years and the fall of the Ceaucescau regime. It concentrates on proposals for improved minority rights under the new government. This report is being published to coincide with the Helsinki Conference on Minorities in Southeast Europe held in Copenhagen in April 1990. It argues that the rights of minorities in Romania should be extended and promoted, and that Hungarian-language and other minority-language education should be reinstated. It also urges action from the international community to urge Romania to respect and implement its international human rights obligations. |
