Refugees are one of the major international political and humanitarian issues of the 1990s, yet European states have become increasingly restrictive in admitting and recognizing refugees. Covering both Western and Eastern Europe, this study provides a clear analysis of the historic and current factors affecting refugees and asylum seekers.
