Synopsis: |
This report from the House of Lords European Union Committee looks at the Passenger Name Record (PNR) Framework Decision. In 2006 there were 200 million passenger movements across the UK's borders: by 2015 the annual figure is expected to rise to 300 million. The need for the collection and analysis of passenger information has also increased due to the threat of terrorism and the growth in serious organised crime.The UK has been collecting Passenger Name Record data (PNR Data) about entering and leaving the country for many years but now a European Union (EU) initiative requires that all Member States collect such data and share the information.Negotiations on the draft Framework Decision are at an early stage but it is clear that the UK and some other states believe the draft does not go far enough. In particular, they share the view that PNR Data should be exchanged for other purposes besides terrorism and crime and that the Framework Decision should cover other forms of travel.This report considers the Framework Decision itself and whether the right balance can be struck between the wide collection and use of data for security purposes and the rights of the individual in protection of their private and personal data. |
