Synopsis: |
The Committees report examines the effectiveness of the Homelessness Act 2002 in tackling homelessness and considers remaining barriers to reducing the number of homeless people. Issues discussed include: definitions of homelessness; contributory factors; priority need and vulnerability; temporary accommodation; the supporting people programme; particular needs of families, single people and those who are classified as intentionally homeless; investment and housing supply; and prevention strategies. Conclusions reached by the Committee include that everyone has a right to a secure home, and the Government should set clear, ambitious targets to end homelessness completely. The reduction in numbers of rough sleepers and families housed in bed and breakfast accommodation is welcomed. However, the report notes concern at the rise of numbers in temporary accommodation, and the shortage of and lack of investment in social housing. It supports the new powers given to local authorities to bring empty homes back into use, and calls for greater strategic thinking by local councils in dealing with the issue of homelessness. |
