Current regulations state that the conditions of Reynauds phenomenon, scleroderma and osteolysis must occur together to be eligible for prescription as an industrial disease under the industrial injuries disablement benefit (IIDB) scheme. This review has been undertaken in light of the continuing uncertainty about the relationship of these conditions in vinyl chloride monomer (VCM) exposed workers. The report recommends that the prescription should be amended so that the three conditions are all prescribed independently. It also recommends that in claims related to Reynauds phenomenon, the claimant must have been employed in the prescribed occupation before January 1994, and that exposure to polyvinyl chloride (PVC) does not meet the terms of prescription. Although the report does not recommend prescription for VCM-related liver tumours other than angiosarcoma, the Council states its intention to monitor future research on the issue. |
