Reporting on the investigation into the leasing of rolling stock for franchised passenger services and the supply of related maintenance services in Great Britain, this report presents the findings of the Competition Commission's inquiry.The CC looked into the current ownership of rolling stock, and found that, although there has been significant investment in new rolling stock since privatization, much of it has been to replace retired equipment. Whilst the number of passenger journeys increased by 58 per cent between 1994/95 and 2006/07, the number of passenger vehicles available for use has only increased by 4 per cent.The report provisionally finds that there are features of the market which prevent, restrict or distort competition in relation to the leasing of rolling stock for franchised passenger services; however there are no similar restrictive features relating to the maintenance of services for rolling stock in Great Britaina. |
