On 28 April 2010, Centrica submitted a request to the Office of Fair Trading (OFT) for a review of the Undertakings as it believed they were no longer required. Centrica is an energy company operating predominately in the UK and North America, involved in all aspects of energy. This is the Competition Commission's final report following its review of the Undertakings given in December 2003 by Centrica plc (Centrica 2003 report on the completed acquisition by Centrica of Dynegy Storage Ltd and Dynegy Onshore Processing UK Ltd) and Centrica Storage Ltd (CSL) for the purpose of remedying or preventing the adverse effects on the public interest specified in the 2003 report.The CC confirmed the undertakings will continue to control Centrica's ownership and operation of the Rough gas storage facility but it will vary some of the restrictions. The varied undertakings will maintain restrictions on Centrica but make alterations to limits on the amount of Rough capacity that Centrica's wider group would be able to purchase from CSL as well as varying other restrictions.Rough is a gas field in the North Sea used to store gas in the summer and deliver it in winter when the gas is needed to help meet higher demand. Rough provides the majority of Great Britain's gas storage for the winter.The CC also concluded that the introduction of the European Union Third Internal Energy Market Package of legislation on the operation of the internal gas market did not remove the need for the undertakings.
