The political management of local government, usually referred to as its internal management, has been completely re-examined by the Working Party set up by the Secretary of State in 1992. The existing committee structure and many features of common practice may no longer be the best way of running an authority, with a new role, in the twenty-first century. This report does not provide an internal management model blueprint as different approaches will be appropriate for different authorities. Instead the Working Party identifies objectives which local authorities should carefully consider when reviewing their current practices. |
