In England, housing accounts for 30 per cent of total fuel consumption and a similar proportion of energy-related carbon dioxide emissions. At the same time, cold homes represent the primary health risk associated directly with the condition of the stock. This report provides the findings of the 1991 English House Condition Survey (EHCS) on the energy efficiency and performance of the housing stock, action by occupants and landlords to improve conditions and the potential for further improvement and energy savings. The report refers to data collected in 1991 and 1992. Since then, there has been some improvement in energy efficiency, but the basic nature of the conditions and their patterns of distribution are unlikely to have changed substantially from those described in this report. |
