Synopsis: |
The Rough Sleepers Initiative (RSI) is a comprehensive programme which has been funded by the Department of the environment (DOE) since 1990. It aims to make it unnecessary for anyone to sleep rough in central. The programme has included funding of outreach and resettlement work with rough sleepers and the provision of hostels, winter shelters, privately leased flats and housing association permanent homes. This independent evaluation assesses the contribution of the different elements of RSI to meeting the housing and support needs of people sleeping rough, focusing on the changes introduced under the second phase (RSI-2) which ran from 1993/4 to 1995/6. |
