Synopsis: |
This report forms part of the framework of parliamentary control over government spending, by making recommendations on whether Parliament should approve Departmental accounts which have exceeded authorised expenditure limits. In cases where the excess expenditure is the result of failures of control within departments, the Committee can make recommendations for improvements. Findings of the report include that during 2002-03, the second year of resource-based supply methods, the total value of excess spending fell significantly compared to the previous year. Five Departments overspent by a total of [pound]18.7 million, mainly attributable to excesses by two departments: i) the Home Office which overspent by [pound]14.4 million because it failed to distinguish between maintenance and capital expenditure in its budgets for prison maintenance; and ii) the Cabinet Office which overspent by [pound]2.4 million because of a fall in the value of assets acquired to support the work of the e-Envoy |
