Synopsis: |
Freeview, launched in October 2002, is the brand name for a package of subscription-free digital television and radio services which can be received through a television aerial (digital terrestrial television). The BBC plans to spend about [pound]130 million on Freeview up to 2014 to promote the take-up of BBC digital services and expects that it will be in 9.4 million homes by this date. The Government may begin the switchover from analogue terrestrial television signals to digital in 2007, and the process could be completed by 2014. The Committee's report examines the BBC's investment in Freeview to date and identifies priority areas to be addressed as the service goes forward. Findings include that the BBC's investment has helped to ensure that digital terrestrial TV continued, following the collapse of ITV Digital, and is available subscription-free with about four million homes now having access to Freeview. However, there are significant gaps in coverage (one in four households) and the BBC should consider whether a new subscription-free satellite service could offer near universal coverage cost-effectively.The National Audit Office should be given full rights of access to the BBC's spending, in order to ensure full independent scrutiny, and the Committee states its expectation to take evidence from BBC Governors on their spending policies in the future. |
