This report, from the Committee of Public Accounts, assesses lessons to be learned from the use of Drug Treatment and Testing Orders. This particular Order is a community sentence intended for drug misusers who have a significant record of drug-related offending, and is often being used as an alternative to custody. Offenders must submit to regular drug testing, and attend intensive treatment and rehabilitation programmes, with their progress reviewed by the courts. All offenders are supervised by local probation teams. One of the main problems for the probation teams is keeping drug misusers on an intensive and highly structured programme, and thereby achieving sustained reductions in drug misuse. In 2003, some 5,700 Orders were issued, but only 28 per cent of them reached the full term. Also, significant variations in completion rates existed around the country. The Committee also states that better data is required to assess the effectiveness of local programmes. Offenders have also experienced difficulties, such as obtaining benefits whilst on the Order. |
